Potential ICE Activity in the Bay Area

We are aware that Immigration and Customs Enforcement (ICE) agents are being deployed to the Bay Area for immigration enforcement operations. We recognize the heightened concern this causes in our community.


In alignment with our Strategic Directions, particularly our commitment to ensuring every student feels safe, supported, and belongs in our schools, we want to reaffirm our dedication to protecting all students and families in the Castro Valley Unified community.


Our Commitment and Protocols


Castro Valley Unified School District has an unwavering commitment to fulfill our legal obligation of providing public education to all of our students regardless of their immigration status. We want to provide you with information about the district's safety protocols, preparedness for ICE actions, and our commitment to keeping CVUSD students safe at school. Specifically:

  • All CVUSD schools are not open to the public and require visitor check-in.

  • Per Senate Bill 98 we will alert you IMMEDIATELY if we receive verified reports that ICE is active in our neighborhoods and/or on our campuses and will partner with you to problem-solve if the ICE activity occurs during arrival or dismissal times.

  • CVUSD staff are prohibited from assisting, or using any district resources to assist immigration agents with immigration enforcement. 

  • CVUSD does not permit immigration enforcement officers onto any CVUSD school campus without a warrant signed by a judge, which must first be reviewed by the CVUSD legal team. A school site will ALWAYS alert the Superintendent’s Office of ICE's presence and direct all ICE officers to the district office.

  • CVUSD staff are prohibited from asking for or sharing any information about any student's or family's immigration status.


How Families Can Prepare


We encourage all families – especially those who may be impacted – to take steps to stay informed and prepared:

  • Review our Resources for Immigrant Families.

  • Update your student's emergency contact in Aeries, including trusted adults authorized to pick up your student if needed.

  • Complete a Family Preparedness Plan and leave a copy with a trusted adult.

  • Do not include any information about your immigration status in any email communication with CVUSD staff.

  • Ensure that your families and your student Know Their Rights, and print a red card (available in 57 languages) from the Immigrant Legal Resource Center.

  • Connect with local immigration legal resources, including:

What To Do If You See ICE Activity


If you see any ICE activity around any CVUSD schools, please:

  • Take precautions to stay safe.

  • Report suspected ICE action to the Alameda County Rapid Response Hotline (ACILEP) at (510) 241-4011, which verifies reports and provides legal support and referrals. If possible, include information about exact location, time and date, number of agents present, and description of what you are witnessing.

  • Notify the school's main office immediately of any ICE presence near any CVUSD school.

  • If you are unable to pick up your student due to safety concerns, please contact your school's main office or afterschool program to make arrangements.


CVUSD is collaborating with the Alameda County Office of Education and other local districts to ensure that we work together to keep our community safe.
